- Marriage Requirement: An officially registered marriage is mandatory. You must provide a valid marriage certificate (apostilled or legalized).
- Mutual Consent: Both spouses must sign the notarized surrogacy agreement in person.

2. Georgia: Flexibility for Cohabiting Couples
Georgia is an excellent choice for couples who are not officially married but are in a committed, long-term relationship.
- No Marriage Certificate Needed: You can enter a program without a formal marriage license.
